Domestic Violence?

On my way home last night I saw this man dragging a woman by the hand against her will. She was not making any verbal protest but he was tightly holding her right arm. There were a few people who saw them but nobody reacted, maybe nobody wants to get caught in between domestic violence.

I was seriously weighing if that sight was that of domestic violence or something else. I can't judge which is worse though, but it bothers me that men do horrible things to women. Well, some men. I don't know what was happening and I feel ashamed that I didn't do anything or said anything. I let it happen before my eyes.
